The presence of a library board is required by law for any municipality which has established a public library. The role of the board is to:

  • ensure effective management of the public library on behalf of the public;
  • represent the library to the community;
  • hire and evaluate the Chief Librarian
  • establish policies for the delivery of effective services to suit the needs of the public;
  • develop, with library staff, annual operating and capital budgets;
  • present budgets to council and ensure adherence to budgets;
  •  follows the provisions of the Public Libraries Act, 1984 and its regulations.


Library Board regular meetings are usually held at 4 p.m. on the third Wednesday of the month, at the Victoria Avenue Library. The Board does not meet in July and August.

Requests for a deputation presentation to the Board must be received by the Chief Librarian in writing at least seven days prior to the commencement of the Board meeting noting the subject(s) to be presented. The Board will listen to presentations about relevant public library services subjects. A deputation presentation must not exceed twenty minutes.
